Bipartisan legislation aims to expand U.S. plant-based manufacturing

Representatives Michelle Fischbach (R-MN) and Nikki Budzinski (D-IL) introduced bipartisan legislation aimed at expanding U.S. manufacturing of plant-based products. The Biobased Materials Investment and Production Act would provide tax incentives for companies building or upgrading facilities that convert agricultural commodities into renewable materials.

The bill offers manufacturers two options: a 10-cent-per-pound production credit for qualified renewable products or a 30% tax credit on construction and retrofitting costs. Food, fuel, and foreign-grown feedstocks would be excluded from the program.

America’s agricultural bioeconomy currently generates $489 billion annually and employs nearly 4 million people. Industry projections suggest the renewable products market could grow by $550 billion by 2050.

Supporters argue the legislation addresses a competitive gap. While U.S. research institutions lead in developing technologies to convert crops into plant-based alternatives, much commercial production happens overseas in Europe and Asia.

The Plant Based Products Council, an industry advocacy group, praised the measure. Executive Director James Glueck said the incentives would strengthen supply chains, reduce fossil resource dependence, and support rural communities.

Consumer interest appears strong. Recent survey data from the council found 86% of respondents planned to purchase plant-based products within three months. The same research showed 73% of consumers across political affiliations supported federal incentives for domestic plant-based manufacturing.

The bill aims to capture more of this market domestically. Proponents say expanding U.S. production capacity would benefit farmers through increased demand, give consumers more product choices, and keep manufacturing innovation on American soil.

Whether the legislation gains traction in Congress remains to be seen.
