PBPC’s 2025 Consumer Trends Research reveals plant-based products are firmly entrenched in mainstream shopping decisions. Americans overwhelmingly view these products favorably, use them regularly, and believe they create new economic opportunities for farmers and manufacturers alike.

According to the research:

  • 71% of consumers are familiar with plant-based products;
  • 85% of consumers view plant-based products favorably;
  • 68% of consumers say they use plant-based products at least monthly;
  • 63% of consumers say they purchase plant-based products at least monthly;
  • 86% of consumers say they are likely to purchase or use plant-based products in the next three months;
  • Nearly three in four consumers support policy incentives and government investment in the American ag bioeconomy.

NDAA Advances with Biomanufacturing Policy Provisions

The annual National Defense Authorization Act (NDAA) includes several bioeconomy-related provisions recommended by the National Security Commission on Emerging Biotechnology.

Noteworthy provisions include the development of a Biotechnology Management Office and a comprehensive biotech national security strategy at the Department of War, updates to guidance to promote further adoption of biobased products, and several programs to expand biomanufacturing capacity, supporting innovation throughout the military’s services.

Earlier this fall, PBPC joined 32 other organizations in writing the House and Senate Armed Services Committee leadership in support of the provisions. The FY26 NDAA is expected to pass the Senate and be signed into law before Congress recesses for the holidays.

Ensuring Continued Support for America’s Ag Bioeconomy

Authority for USDA’s BioPreferred Program, a cornerstone of federal support for the American ag bioeconomy, was recently extended with other Farm Bill programs through September 2026. However, it is in critical need of long-term reauthorization and funding. Since its creation in the 2002 Farm Bill, BioPreferred has played a vital role in growing markets for biobased products, promoting innovation, and supporting rural economies by connecting farmers to new market opportunities.

A strong and functional BioPreferred Program is essential to ensuring continued progress toward a more sustainable, resilient, and competitive bioeconomy. Without congressional action, federal procurement, certification, and labeling programs – as well as data collection efforts that help U.S. companies compete in domestic and global markets – could be unnecessarily at risk.

PBPC urges Congress to act swiftly to protect the BioPreferred Program, providing the long-term stability and resources needed to advance U.S. biomanufacturing, expand market access for American farmers, and cement U.S. leadership in the ag bioeconomy.

PBPC Highlights the Expanding Global Bioeconomy at COP30

The ag bioeconomy emerged as a central priority at COP30 in Belém, Brazil, with PBPC helping ensure U.S. agriculture and innovation were part of the global dialogue. COP30 reinforced that the ag bioeconomy is rapidly accelerating, and PBPC’s participation helped highlight U.S. strengths and the need for continued U.S. leadership at international forums to unlock the full potential of plant-based solutions.
