Ensuring Continued Support for America’s Ag Bioeconomy

USDA’s BioPreferred Program, a cornerstone of federal support for the American ag bioeconomy, expired without reauthorization at the end of September with the conclusion of the 2025 fiscal year. Since its creation in the 2002 Farm Bill, BioPreferred has played a vital role in growing markets for biobased products, promoting innovation, and supporting rural economies by connecting farmers to new market opportunities.

With the federal government now shut down, Congress has put consideration of key legislation, including the Farm Bill, on hold as it works on a mechanism to fund the government, putting programs like BioPreferred in limbo. While legislative action is paused, PBPC continues to meet with congressional offices to underscore the urgency of reauthorizing BioPreferred and ensuring key provisions are fully understood so lawmakers are prepared to act as soon as broader legislative business resumes.

Reauthorizing and strengthening the BioPreferred Program is essential to ensuring continued progress toward a more sustainable, resilient, and competitive bioeconomy. Without congressional action, federal procurement, certification, and labeling programs as well as data collection efforts that help U.S. companies compete in domestic and global markets could be unnecessarily at risk.

PBPC urges Congress to act swiftly to reauthorize the BioPreferred Program, providing the stability and resources needed to advance U.S. biomanufacturing, expand market access for American farmers, and cement U.S. leadership in the circular bioeconomy. Additionally, PBPC Executive Director James Glueck discussed the state of the BioPreferred Program and other issues critical to the future of the ag bioeconomy on a recent episode of Agri-Pulse Open Mic.

PBPC at COP 30

PBPC is heading to Belém, Brazil, to represent the plant-based products industry at COP 30, joining global leaders to highlight how plant-based innovation is advancing environmental goals, rural economic growth, and low-carbon supply chains.

PBPC team members are confirmed to speak in several sessions, including:

  • Multi-Sector Impacts of Agriculture-Based Solutions, Nov. 10
    • This panel will showcase agricultural feedstock, renewable fuels, biobased materials, and clean energy access.
  • How Agriculture Is Increasing Resilience, Mitigating Emissions, and Improving Farm Productivity, Nov. 18
    • This discussion will feature new research and case studies on emissions reduction, regenerative production, and biobased product demand.
