In January 2025, the Trump administration abruptly froze nearly all U.S. foreign aid to conduct a 90-day review to ensure they align with his new America-centered policies.

Under the Department of Government Efficiency (DOGE), it effectively froze bank accounts, closed offices, and dismissed thousands of aid workers globally. This also cut off up to $1 billion in payments for contracts already fulfilled. However, these actions have been recently challenged by the Supreme Court.

Ukraine is currently the largest beneficiary of U.S. foreign aid via USAID, receiving $6.1 billion in 2024.

The Democratic Republic of Congo is the second-highest recipient, with $1.3 billion in aid in 2024 amid escalating violence in the capital. Ethiopia, which faces civil strife and drought, also received significant aid, much of which is emergency humanitarian assistance.

In the West Bank and Gaza, more than 46,000 have been killed in the war, with U.S. foreign aid directed toward food and access to clean drinking water. Funding was also used for two hospitals treating 33,000 patients each month.
